Du Quoin Storm Cleanup, Cole Street, Appointments
</element><element id="paragraph-1" type="body"><![CDATA[ The Du Quoin City Council Monday approved the renewal of a prevailing wage ordinance, but also agreed to sign a letter to Illinois lawmakers asking them to defeat Senate Bill42 and House Bill 63 that would extend the prevailing wage into Enterprise Zones and TIF districts.
Commissioner Rex Duncan called the measures "disincentives to business owners" and said the Illinois Chamber of Commerce, the Illinois Business Council and the Southern Illinois Mayors Association are all on record opposing the bills.
The council continues to fine tune its ordinance with respect to the Motor Vehicle Code of the City in reference to Neighborhood/Utility Vehicles. The last of the changes will facilitate resumption of issuing permits for such vehicles.
The council approved Resolution 2009-R05-01: a resolution authorizing the expenditure of $20,000 in motor fuel tax funds as a match for the $201,000 Cole Street resurfacing project which will be paid for through federal economic stimulus funds.
The council approved an agreement between the City of Du Quoin and the SIU Board of Trustees related to a CDAP Grant. Essentially, the city will be paid $5,000 by SIU to administer the grant.
The council reappointed John Ingram (3 year term), Lyle VanZandt (3 year term), Sue Lamczik (1 year term) to the Zoning Board of Commissioners
The council appointed Chuck Smith as a new member to the Zoning Board of Commissioners (2 year term) as recommended by the Zoning Board of Commissioners to fill the vacancy of retiring member Wally Clark.
The council approved a plan tendered by public works commissioner to begin a cleanup of the City of Du Quoin in June. Spencer said he has reached agreement with Perry Ridge Landfill that would allow residents with proof of Du Quoin residency to the landfill free for one day. For anyone handicapped who can have cleanup items taken to the boulevard, the city will assist with that removal. However, you will have to contact the city first and explain your difficulty.
Street Commissioner Kathy West said city employees will work as hard as they can to clean up storm debris. She said as a matter of public safety the park and other public sites have to be cleaned up first. This will also give residents time to take fallen limbs to the boulevard. The council approved to place on public display an agreement between the City of Du Quoin and TGA Wireless Device Recycling. The company would pay the city between $5 and $10 per recycled item. A recycling box would be placed at city hall. the contract guarantees that any and all data in any recycled phone will be "scrubbed" from the device before it is recycled.
H. Approve the funds necessary to purchase an influent composite sampler for the WWTP.
