County to Borrow $200,000

</element><element id="paragraph-1" type="body"><![CDATA[<span style="">The Perry County Board agreed to borrow $200,000 on a tax anticipation warrant from Du Quoin State Bank at an interest rate of three percent. </span>

<span style="">County Clerk Kevin Kern said the money would be used to pay bills, including medical bills. </span>

<span style="">State&#39;s Attorney David Stanton reported that Sheriff Keith Kellerman said he had about $70,000 that could be deposited into the general fund. </span>

<span style="">The board found Perry Ridge Landfill in default of the host community benefits agreement for not making the first quarter payment by April 15. </span>

<span style="">Kern said that in addition to not paying on time, the paperwork submitted by the landfill did not include the 10-cent per ton increase that became effective in January. </span>

<span style="">According to his figures, the landfill owes $27,000 for the first quarter of 2010 and $42,000 for the fourth quarter of 2009. </span>

<span style="">The board also found the state in default of their share of the Public Defender&#39;s salary. Because the state has not made a payment for more than 60 days, the salary will revert to its previous level. </span>

<span style="">Kern said the state has not made a payment for the Public Defender&#39;s salary in approximately 10 months. </span>

<span style="">In other business, the board: </span>

<span style="">* passed an ordinance to amend the flood plain code to reflect the new FEMA flood insurance map rates, effective Aug. 5. </span>

<span style="">* approved special use permits for mobile homes to be placed by Clint Winston on Falcon Road, Adam Kempfer on Snap Dragon Rd. and Marilyn Feltmeyer on Pheasant Road.</span>

<span style="">* passed a resolution acknowledging the receipt of the motor fuel tax audit. Kern said that for the first time in recent memory, there were absolutely no findings. He said both County Engineer Doug Bishop and Highway Dept. Secretary Beth Lipe were very pleased with the audit.</span>

<span style="">* passed a resolution accepting the mosquito abatement proposal from William Kelley. This year the price has decreased to $7,500 and there will be one less treatment applied. </span>

<span style="">* passed a resolution authorizing a cost study for the Geographic Information System fund. The fee cannot be increased without a cost study. Treasurer Bill Taylor reported at the previous meeting that the GIS fund was not generating enough revenue to cover the GIS contracts.</span>
