County Signs Electric Aggregation Agreement

The Perry County Board passed two resolutions approving an intergovernmental agreement and an electricity aggregation plan of operation and governance.

State's Attorney David Stanton said the resolutions had to be passed immediately and the clean-up list completed if Perry County wanted to be part of largest electricity aggregation bargaining unit in the area. The unit includes the Cities of Marion, Carbondale, Chester, Coulterville, Elkville, Sparta, Steeleville, Tamaroa and West Frankfort.

There are no other bargaining units to join at this time. The larger the bargaining unit, the lower the prices.

The clean-up list determines exactly how many customers there are in the unincorporated area of the county. The cities of Du Quoin and Pinckneyville passed the electric aggregation measure last year and formed their own bargaining unit.

The board tabled the resolutions at the prior meeting to allow Stanton to review them. However, the bids were let Dec. 14 and are due Dec. 28.

Select Energy will amend the bid specs to include the unincorporated area of Perry County and push back the deadline for bids one week.

In other business, the board:

- passed an ordinance establishing a remote attendance policy for board members. Commissioners who are not able to attend meetings may do so over the phone if prior notice is given.

- passed a resolution to allow participation in the State's Attorney's Appellate Prosecutor Program. The county passes the measure every year. Total cost to the county is $7,000. Stanton said seeing a single appeal through the court system would cost more than $7,000. It is a good deal for the county.

- appointed Raymond D. Clark and Brian A. Schandl to the Perry County Emergency Management Agency volunteers.

- appointed Adam C. Hill to the Local Emergency Planning Commission.

- passed a resolution approving the sale of trustee-owned property to the high bidders. The county made just over $14,000 on the sales. Approximately $5,000 will go to the tax agent. The rest will be distributed to the taxing bodies. The high bidders were:

- heard from Treasurer Bill Taylor that a policy and personnel manual template has been created. There is more work to be done before a finished product can be given to the board to be adopted. The committee recently met with Snedeker Risk Management and Illinois County Risk Management.
