County Board approves new appointments

<span>CHESTER -- In its final meeting of 2014, the Randolph County Board of Commissioners approved a list of new board appointments and heard an update from Honeywell business consultant Kevin Bollman on repairs to the Randolph County Courthouse.</span>

<span>Bollman told the board the existing heating and air conditioning systems are aged, but their designs are solid.</span>

<span>"What we're digging into is air distribution," Bollman said. "We have found areas where the ductwork is sagging and we aren't sure your existing ductwork can handle the increased airflow and that may change what we recommend to you."</span>

<span>Honeywell had until the board's Jan. 2 meeting to present a preliminary report, but Bollman asked to push that back to grant more time for analysis.</span>

<span>Commissioner Marc Kiehna also brought up "pinhole leaks" in the courthouse's water pipe systems and was told Honeywell could look into that issue as well.</span>

<span>Honeywell's report is tentatively scheduled to be presented at the board's Jan. 16 meeting.</span>

<span>After the meeting Randolph County Sheriff Shannon Wolff told the Herald Tribune a tentative contract agreement has been reached between the county and the Fraternal Order of Police.</span>

<span>The FOP, which represents the jailers, is one of three unions representing courthouse employees, with the others being the American Federation of State, County and Municipal Employees and the Operating Engineers.</span>

<span>The FOP contract is a three-year deal according to Wolff, with a 2 percent pay increase in the first year, followed by 3 percent increases in each of the last two years.</span>

<span>Included in the deal is mandatory random drug testing of employees.</span>

<span>"I think (negotiations) went well," Wolff said.</span>

<span>General assistance claims for the period were $2,614.18. The Randolph County Care Center reported 62 residents.</span>

Health Department

<span>Randolph County Health Department Administrator Thomas Smith reported to the board that his department is required by the Illinois Department of Public Health to have all food inspections for the year completed by Dec. 31.</span>

<span>He also said there was no backlash on the recently-announced fee increases to the food sanitation code, which were approved at the board's Dec. 1 meeting.</span>

<span>"No pushback at all on the fees," Smith said. "No comments positive or negative."</span><span><br class="kix-line-break" /></span>

Highway Department

<span>County Engineer Michael Riebeling reported to the board on bids received from Barr Trucking Inc. and Beelman Logistics, LLC for hauling contracts.</span>

<span>Riebeling said the price per ton, $8.30 from Barr Trucking and $8.83 from Beelman, included the price of the rock, while it was supposed to only represent the cost of transport.</span>

<span>A total of 9,000 tons of aggregate was bid out to be hauled, two for stockpiles in road districts 1 and 4 and the other for a job site in Road District 4.</span>

<span>The county board approved an engineering agreement for a Riverview Drive road project in the Baldwin area of the Kaskaskia Regional Port District.</span>
