County Board approves new contract for Care Center administrator

<span>CHESTER -- The Randolph County Board of Commissioners met in regular session at the Randolph County Courthouse on Friday, with a new contract for Randolph County Care Center administrator Ken Slavens on the agenda.</span>

<span>The commissioners approved a two-year contract for Slavens at a salary of $76,000 per year.</span>

<span>"It's the same basic contract we've had for a number of years as far as the wording and nuts and bolts," said Board Chairman Marc Kiehna.</span>

<span>Slavens thanked the board for the opportunity to serve.</span>

<span>"I think it is an important service," he said. "We will continue to do the very best we can. It's my reputation and Randolph County's reputation."</span>

<span>The commissioners also heard a presentation from Matt Kreutzer, sales manager with Zobrio, on a new financial software upgrade.</span>

<span>"As most software, it becomes out of date and it is hard to get support for it," Kiehna said. "So, we'll be going to something new."</span>

<span>Kreutzer said Zobrio works with 30 counties and does fund accounting, cash management, paystubs, network infrastructure and billing services, according to its website.</span>

<span>The county made a $2,000 good-faith payment toward the service, with the total cost at $29,005. That amount will be broken down in the next two budgets, with $14,000 being included in the July budget and $13,005 in the following budget.</span>

<span>"It's a good time for us because we just got our W-2's." Kiehna said. "So, it's a good time to upgrade our financial system."</span>

<span>The commissioners also approved a bid from Truck Centers, Inc. of Troy for a 2015 Freightliner tandem dump truck. The total price for the vehicle is $112,779 after a $9,500 trade-in of a 1998 Ford dump truck.</span>

<span>Commissioner Ronnie White asked Randolph County Engineer Mike Riebeling if he thought the trade-in value was fair.</span>

<span>"One of the things that makes it a little easier is (Truck Centers) didn't have another buyer for it," Riebeling said. "So it wouldn't have left the lot."</span>

<span>Kiehna asked why there was only one bidder on the vehicle and Riebeling said he didn't know. Commissioner David Holder recommended to approve the bid as presented and it was motioned, seconded and approved.</span>

<span>General assistance for the period was $1,571.34. The Randolph County Care Center reported 61 residents.</span>

<span>The commissioners also made several board appointments. Melanie Johnson was appointed to the Monroe-Randolph Transit Board on a one-year term expiring January 1, 2016, while Larry Gross was appointed to the Randolph County Merit Board on a five-year term expiring January 15, 2020.</span>

<span>Cindy Wagner was appointed to a new one-year term as the Randolph County 911 Emergency Administrator, expiring Nov. 30 of this year.</span>

<span>Mike Hoelscher, Nancy Schilling and Rick Grah were all appointed to one-year terms on the Randolph County EMA board. Hoelscher will serve as coordinator, while Schilling and Grah will be assistants.</span>

<span>All terms will expire on Nov. 30 of this year.</span>
