Sheriff's Office conducts multiagency compliance check operation

<span>The Randolph County Sheriff's Office, along with the U.S. Marshals Service, conducted a joint compliance and verification check operation on May 1.</span>

<span>Law enforcement officers from multiple agencies conducted unannounced visits to the homes of registered offenders throughout Randolph County to verify the addresses, workplaces and other information of sex offenders, child sex offenders, child murderers, violent offenders against youth and murderers.</span>

<span>Agencies that participated in the operation were the Chester Police Department, Coulterville Police Department, Red Bud Police Department, Sparta Police Department, Steeleville Police Department and Tilden Police Department.</span>

<span>A total of 82 offenders were checked and three were found to be out of compliance. One arrest was made of an offender residing at an address at which he was not registered.</span>

<span>"I think that's a good start toward getting all offenders compliant," said Randolph County Sheriff Shannon Wolff of the 79 compliant offenders.</span>

<span>The person arrested was identified as 44-year-old Paul O. Green, who resided at 709 E. Main St. in Sparta. Green was arrested for failure to register as a sex offender.</span>

<span>According to court records, Green was sentenced to four years in the Illinois Department of Corrections after being found guilty in May 2002 of aggravated criminal sexual abuse of a victim between 13 and 16 years of age, a Class 2 felony.</span>

<span>He was given credit for 36 days time served.</span>

<span>Two offenders were initially not located during the operation and deemed to be in violation of the Sex Offender Registry Act. Wolff said one was later located and an arrest warrant will be sought for the other, who was identified as Essex Knapp.</span>

<span>Knapp's last know address was in Percy.</span>

<span>Another sex offender, 46-year-old Eugene Anderson, of Sparta, was arrested after having been observed driving without a license during the course of the operation.</span>
