Hospital cost under earlier 2012 estimate
The Pinckneyville Community Hospital Board of Directors unanimously approved an agreement with Robins Morton to be the construction manager on the new facility.
Scott Bullock and Glenn Myers of Robins Morton presented the board with a guaranteed maximum price of $24,995,865 for the project, which is $141,760 under the cost estimate of $25,137,625 given to PCH in March 2012.
Robins Morton will oversee the project, set to begin Sept. 30, 2013 and end Nov. 28, 2014 for approximately $960,000 for site and building construction. The construction manager's fee is tied to the total cost of the project.
Myers told the board that he has done 85 projects for Robins Morton in the last 23 years. All of them have been under budget.
The board was guaranteed that the only way the price would increase is if the board initiated a change order.
Myers said he will keep a very close eye on the construction timetable. It is important that the concrete roof gets poured in March. Deviating from the planned materials and timetable could add $400,000 to the cost of the project.
The guaranteed maximum price of the project includes receive and contingency funds for weather-related delays and other potential costs.
The board also unanimously approved three resolutions for a $9.5 million bond issue with USDA, $8.5 million bond issue with USDA and a $4.999 million loan from Agstar Financial Services.
Hospital Administrator Tom Hudgins said he will send the agreement with Robins Morton and the guaranteed maximum price to USDA, along with the bond documents.
The final question about the drawings from the Illinois Department of Public Health has been answered. PCH is waiting for a letter approving the drawings from IDPH.
Hospital Attorney Roger Seibert is working on some right-of-way and title paperwork required by USDA. Once USDA receives all the documents, PCH will wait until closing instructions for the bonds are sent to the Mount Vernon USDA office. A pre-construction meeting will then be scheduled.
