Perry County board borrows $200,000, opens roof bids
The Perry County Board approved borrowing $200,000 in a tax anticipation warrant from First National Bank in Pinckneyville at an interest rate of 1.4 percent.
Treasurer Bill Taylor said there have been a lot of large expenses recently, including health claims and IMRF payments.
"It looks bad, but the tax cycle does not begin with the calendar year," Taylor said. "We're within five months of the end of the current tax cycle."
Per statute, the tax anticipation warrant will be repaid with the first disbursement of real estate taxes.
Taylor said he hopes to make it through the rest of the year without borrowing. This is the first tax anticipation warrant for the current fiscal year which began Dec. 1.
There is at least one more large expense planned for the current year. The county budgeted $100,000 to replace the roof on the Perry County Courthouse.
Sheriff Keith Kellerman presented the board with four sealed envelopes Thursday. The board opened the bids, but chose not to award a contract without first checking out the bidders with the Department of Labor. Kellerman said the bid specifications included the information that all labor must be paid at least the prevailing wage.
The four bids were: $43,000 from Taylor Roofing, $53,869 from JJJ Construction, $65,263 from Geissler Roofing and $89,714 from Perry County Roofing. The bids also included the cost for additional 4' x 8' sheets of plywood. JJJ would charge $45 per sheet, Taylor would charge $50 per sheet and Geissler would charge $128 per sheet.
In other business, the board:
• heard a request from Julie Mumbower of UIUC Extension that the county install an interior door between the two offices UIUC rents in the Government Building. Mumbower also presented board members with a copy of the Extension unit's annual report.
• heard from County Engineer Brian Otten that he will submit a budget of $389,000 to IDOT for motor fuel tax maintenance programs for the coming year.
• passed a resolution approving a raffle license for the Du Quoin High School Class of 2018 Eighth Grade Boosters.
