Council plans underway for 2018 street repair season
Pinckneyville Mayor Robert Spencer called the Pinckneyville City Council meeting to order at 6 p.m. Feb. 12.
City Treasurer Rick Reese started the meeting with the Treasurer's report, saying the city's unrestricted general fund bank account had a balance of $514,162, which is approximately $119,000 more than Pinckneyville had on Jan. 31.
City Clerk Larry West then stated that the state of Illinois still owes the city $1.3 million for water/sewer and gas services. Once paid by the state, the money would go into the water/sewer and gas account which then could be moved to the unrestricted general fund for the city's general operations.
Optimist Club donations
The Optimist Club of Pinckneyville was granted permission to collect funds around the square and four-way stop from 7 a.m. to noon on Saturday, May 19. Donations to the club fund the community projects that the Optimists do in the Pinckneyville area.
Street projects
The council accepted the following resolutions and corresponding proposals for street projects in 2018:
• Resolution No. R-2018-01 from Beelman Ready Mix in the amount of $30,450 for 350 yards of concrete at $87 per yard
• Resolution No. R-2018-02 from Illini Asphalt Corporation in the amount of $45,380 for 20,000 gallons of oil at a cost of $2.2690 a gallon
• Resolution No. R-2018-03 from Barr Trucking Company in the amount of $13,425 for 1,500 tons of CA6 rock at $8.95 a ton, and $28,450 for 1,000 tons of chips at $28.45 per ton.
• The council also approved Ordinance No. O-2018-04 wherein the city will dedicate the extension of the Queens Way street in the Imperial Heights subdivision where it crosses Mildred Drive and begins the entrance to the new City Soccer Park.
Other business
• Commissioner Stone requested and received approval to replace the engine in a 2011 Ford F-150 pick up at a cost of $6,132.
• Ordinance No. O-2018-05 which amends Section 33.01 of the Code of Ordinances of the City of Pinckneyville regulating contracts for public improvements and maintenance of public improvements and maintenance of public property within the City of Pinckneyville, Illinois was unanimously approved. This section of the city's Code of Ordinances needed to be amended to be in compliance with Section 4-5-11 of the Illinois Municipal Code (65 ILCS 5/4-5-11) which raises the amount of money of a project for which the City must obtain bids. That figure went from $20,000 to $30,000.
• Ordinance No. O-2018-03 which authorized an intergovernmental agreement between the City of Pinckneyville and the Pinckneyville Community Hospital was approved.
• The council approved a sales agreement and an agreement between the City and Leigh Blackorby to develop real estate with the business district.
• Resolution No. R-2018-04 authorizes the destruction of audio recordings of the closed council meetings that were conducted on or before June 30, 2016.
• City Economic Development Director Carrie Gilliam will attend the 29th annual Rural Community and Economic Development Conference.
